Observer Management System (OMS) is the system that allows an Institution/organization/Foreign State to submit its application for election observation. There are three sequential stages that applicants need to perform in OMS.
Registering an Organization
This is the first stage that applicants need to perform. Through this stage, applicant can create organization account/profile in OMS and obtain username (email address) and passwords that will be used to access the system.
Submit an Application
Once created the Organization account/profile, applicants shall login into the system using username (Email Address), password and access code that will be sent to contact person’s email address.
Applicants shall submit its application and wait for approval from National Electoral Commission (NEC).
Applicants shall attach relevant documents such as Application letter, Certificate of Registration and Constitution of the Organizations in PDF format.
Submit Details of Observers
Once the application is approved by NEC, applicants will be notified via email and they will be required to submit a list of Observers.
Submitted Observers shall be reviewed by NEC for approval and applicants will be notified by emails on the outcome of their applications.
