After the establishment of the Commission in 1993, the then President of the United Republic of Tanzania, His Excellency Ali Hassan Mwinyi appointed seven Commissioners on 14th January, 1993. Both the Chairman and the Vice-Chairman were Justices of the Court of Appeal. Members of the Commission were as follows:-

1. Hon Justice Lewis M. Makame - Chairman

2. Hon Justice Brig. Gen. Augustino Ramadhani - Vice-Chairman

3. Hon. Mark D. Bomani - Member

4. Hon. Solomon Liani - Member

5. Hon. R.N. Ben. Lobulu - Member

6. Hon. Julie C. Manning - Member

7. Hon. Masauni Y. Masauni - Member

On the 3rd April, 1995 Hon. Mark D. Bomani resigned from the Commission for personal reasons. Hon. Dr. Amon E. Chaligha was appointed on 21st April, 1995 to replace him. Hon. Solomon Liani died on 19th May 1996 and the President of the United Republic of Tanzania appointed Hon. Harun G. Mahundi on 1st August, 1996 to replace the late Hon. Solomon Liani.

Five Commissioners out of seven of the first Commission after the introduction of multipartyism completed their term of five years on 13th January, 1998. Those five members were reappointed by His Excellence Benjamin William Mkapa, President of the United Republic of Tanzania, for another term of five years. Hon. Dr. Amon E. Chaligha, completed his term on 20th April 2000 and was reappointed for another term of five years. Unfortunately, Commissioner, Hon. R.N. Ben Lobulu died on 24th July, 2000 and Hon. Hilary J. Mkatte was appointed on 22nd September, 2000 to replace him. Hon Harun G. Mahundi was also reappointed for the second term on the 1st August 2001.

The Chairman Hon. Justice Lewis M. Makame, Vice Chairman Hon. Justice Brig. Gen. Augustino Ramadhani, and two Commissioners, Hon Masauni Y. Masauni and Hon. Julie C. Manning completed their second term of office on 13th January, 2003. The Chairman Hon. Justice Lewis M. Makame and Hon. Julie C. Manning were reappointed. Hon. Masauni Y. Masauni and Hon. Justice Brig. Gen. Augustino Ramadhani were appointed to serve in the Zanzibar Electoral Commission as Chairman and Vice Chairman respectively.
